Which is absolutely foolish, considering how little their "checks" did this time. As much as I hate to say it, if it wasn't for that oni and his accidental moment of intelligence, most people probably would have just voted for a person who fit the prints at random.
There was a chance that people might have voted for Bucky anyway, because of the blood on the shoes. So, we may have gotten the right answer, but it would have been people voting on any amount of evidence at all.
